Por su parte, el Sistema Integrado de Equilibrio Hidráulico Nacional (SIEHIVA), englobado en el Anteproyecto de Plan Hidrológico Nacional de 1993, asignaba, en su versión original, a las Comunidades Autónomas Valenciana, de Murcia y Cataluña, transferencias respectivas de 890, 1.045 y 475 hm cúbicos/año, en total 2.410 hm cúbicos; de ellos, 1.855 procedentes del Ebro, en el seno de una colosal reestructuración hidrográfica de la España peninsular, acorde con el obsoleto desideratum regeneracionista de cruzar el país "con un sistema arterial hidráulico". Por último, el Plan Hidrológico Nacional de 2001 contemplaba una transferencia muy moderada, se sólo, 1.050 hm cúbicos/anuales, con el reparto siguiente: cuenca del Segura, 450 hm cúbicos anuales; cuenca del Júcar, 315; Barcelona, 190; y Almería, 95 hm cúbicos al año.
El cambio de signo político de España, se tradujo inmediatamente en el Real Decreto Ley 2/2004, que, convertido luego en Ley 11/2005, de 22 de Junio, modificó la Ley 10/2001, de 5 de Julio, del Plan Hidrológico Nacional, derogando, a pesar de las protestas y reivindicaciones de la Comunidad Valenciana y Región Autónoma de Murcia, la transferencia del Ebro.
